Who we are
Headstart Group is a new children’s residential care provider based in Bedford. We are a small, family-led organisation with a clear focus: to provide high-quality, therapeutic care in a safe and stable home environment.
Our first home is currently being prepared for Ofsted registration. We are carefully developing our policies, procedures and staff team to ensure that we meet the Children’s Homes (England) Regulations 2015 and the Quality Standards.
Our home
The home is a comfortable, modern property in a residential area of Bedford. It has a warm, homely feel with individual bedrooms for each child, shared living spaces and access to outdoor space.
- Planned occupancy: up to 3 children or young people aged 7–17.
- Individualised care plans that are regularly reviewed with the placing authority.
- Focus on education, hobbies, family contact and community engagement.

Governance and responsibilities
Headstart Group will appoint an experienced Registered Manager who is accountable for the day-to-day running of the home. The Responsible Individual and directors will provide oversight, challenge and support to ensure that the home is safe, well-run and continuously improving.
We will maintain clear policies on safeguarding, whistleblowing, complaints and behaviour management. These documents will be available to Ofsted, placing authorities, staff and children on request.
